Our Team

Peter Younes

Captain Peter Younes, PMP is an Executive Officer and Captain of Strategic Planning with the Henrico County Division of Fire, providing oversight and direction for division-wide initiatives spanning operations, technology, compliance, and organizational improvement. With more than 14 years in the fire service, he blends frontline operational experience with formal project management expertise to address complex public-safety challenges.

Peter has led and supported major initiatives including the Henrico Fire Pharmacy Project, technology and communications rollouts, large-scale equipment procurements, system trials, and cross-agency modernization efforts. A Project Management Professional (PMP), Professional Scrum Master (PSM I), and Professional Scrum Product Owner (PSPO I), he applies disciplined, practical project and change-management principles tailored to public safety organizations. He is also the creator and host of the Project Command Podcast, where he focuses on turning strategy into executable plans and measurable outcomes.

Duke Cuneo

Lieutenant Richard Duke Cuneo, Jr. is a Fire Lieutenant and Paramedic with the Henrico County Division of Fire, serving in operational and leadership roles across EMS delivery, hazardous materials response, and organizational improvement. He is a Project Management Professional (PMP), Tactical Medic, and HazMat Specialist with experience building and modernizing complex public-safety programs.

He has led and supported initiatives including ambulance service expansion, EMS workforce development, cardiac monitor replacement, pharmacy program integration, and systemwide operational modernization, and has deployed nationally as a FEMA USAR HazMat Specialist. Duke holds a Master of Arts in International Relations from Norwich University and a Bachelor of Science in Sports Management from Liberty University, and is known for blending frontline experience with disciplined planning and execution.
